The Türkiye Agricultural Drought Mitigation Strategy and Action Plan is a national policy covering a five-year period from 2023 to 2027. It sets out a national framework to address the impacts of climate change on agriculture, with the overarching goal of minimizing the effects of agricultural drought while ensuring sustainable agricultural production. It also focuses on improving irrigation efficiency (including the transition to modern and closed systems), increasing water storage capacity, and preventing water loss. Sustainable agricultural practices will be promoted through better soil management, optimized crop patterns based on water availability, and the expansion of drought‑resistant crop varieties. The Strategy further emphasizes institutional coordination, capacity building, and crisis management mechanisms. It establishes a coordinated governance structure involving multiple ministries, institutions, and local actors, including provincial drought crisis centers. Important actions include farmer training and awareness programs, dissemination of climate‑smart agricultural techniques, regulation and monitoring of groundwater use, and the reuse of treated wastewater. Additionally, the plan introduces risk‑based drought management, regular reporting of crop development and water conditions, and socio‑economic support measures to protect farmers’ livelihoods and maintain resilience in agricultural production systems.
