NDC Action Plan on Mitigation 2021-2030.

This Thailand’s NDC Action Plan on Mitigation 2021–2030 situates the plan within Thailand’s international commitments as a Party to the UNFCCC and the Paris Agreement and aligns with national planning instruments such as the National Strategy, the Master Plan under the National Strategy, the 13th National Economic and Social Development Plan, and relevant sectoral and ministerial plans. The Action Plan outlines Thailand’s target to reduce greenhouse gas (GHG) emissions by 30–40% from the business-as-usual (BAU) scenario by 2030, while progressing toward carbon neutrality by 2050 and net-zero emissions by 2065. The Plan is structured around five main sectors: energy, transport, industrial processes and product use (IPPU), waste and wastewater management, and agriculture. It integrates global climate trends and Thailand’s emissions profile, highlighting rising emissions, sectoral contributions, and the need for coordinated mitigation efforts, planning processes, and institutional arrangements. The Action Plan details sectoral measures such as expanding renewable energy, improving energy efficiency, promoting electric transport, enhancing waste management, and adopting low-emission agricultural practices, supported by monitoring, reporting, and verification systems. It also assesses economic and social impacts, identifies implementation risks, and establishes governance mechanisms, capacity-building measures, financing approaches, and international cooperation measures.
