This Decree regulates the State Forest Development Fund of Amapá (FUNDEFAP), established by Law No. 3.076 of 2024, with the primary objective of creating a financial mechanism to promote, support, and strengthen sustainable forest-based development in the State of Amapá. The decree aims to foster the sustainable use of forest resources, encourage technological innovation, and support the diversification, value addition, and expansion of forest-based economic activities. It establishes the Fund’s sources of financing, including revenues from forest concessions, reserve legal management operations, public budget allocations, transfers, donations, and biodiversity-related revenues, while defining the criteria for the allocation and distribution of these resources. The decree further establishes a governance framework to ensure the transparent and effective management of FUNDEFAP resources. It prioritizes funding for sustainable forest management, forest restoration, research, technical assistance, professional training, environmental education, innovative technologies, land management, biodiversity conservation, and wildfire prevention and control. The measure creates a Management Committee responsible for approving plans, projects, and funding decisions, while also providing mechanisms for accountability, monitoring, and financial oversight.
