The Anguilla Comprehensive Disaster Management Strategy and Country Work Programme (CWP) 2026–2030 establishes a national strategic framework for strengthening Anguilla’s disaster risk management system. The document is intended to guide disaster risk reduction, mitigation, preparedness, response and recovery, while supporting national monitoring, reporting and evaluation of comprehensive disaster management implementation. The Strategy identifies Anguilla’s exposure to a wide range of natural, technological and human-induced hazards, including hurricanes, tropical storms, earthquakes, tsunamis, drought, flooding, coastal erosion, marine accidents, air crashes, hazardous materials incidents, fuel spills, communications failures and public health emergencies. It recognises the territory’s particular vulnerability as a small island developing territory with limited redundancy in critical infrastructure, including electricity generation, water desalination, health services, policing, emergency services, transport and communications. The document also addresses disaster risk reduction financing, noting the role of regional insurance mechanisms and donor-supported initiatives, while identifying constraints such as limited fiscal space, absence of a dedicated national disaster contingency fund and gaps in financial planning aligned with sectoral risk profiles. The Strategy indetifies four priority areas: strengthened institutional capacity of the national disaster management system; enhanced operational readiness for emergency coordination and recovery; integration of disaster risk reduction into key sectors; and strengthened human and community resilience.
