This Law restructures the Maranhão Solidarity Programme, creating a comprehensive framework for cooperation among public authorities, civil society organizations, and private companies to support populations living in situations of social vulnerability. Its primary objective is to promote the effective realization of fundamental and social rights through coordinated social assistance actions, poverty reduction initiatives, food and nutritional security programmes, education, health, culture, sports, professional training, entrepreneurship, employment generation, and income-creation activities. The Law seeks to strengthen support for non-profit organizations and social projects that serve vulnerable groups, including children, adolescents, older persons, families, and other communities facing social exclusion or economic hardship. The Law also establishes the legal and institutional mechanisms governing partnerships between the State and civil society organizations, including collaboration agreements, cooperation arrangements, public calls for proposals, accountability requirements, transparency obligations, and monitoring procedures. It authorizes the implementation of professional training programmes, support for employment and entrepreneurship, and initiatives related to food and nutritional security, education, culture, and social inclusion. Additionally, the Programme promotes citizen and private-sector participation through donations and collaborative actions, while strengthening governance, oversight, and evaluation mechanisms to ensure that public resources are effectively directed toward improving human development indicators and reducing poverty throughout the State of Maranhão.
