Biosecurity Regulation 2025.

The Biosecurity Regulation 2025 establishes detailed requirements under the Biosecurity Act 2023 to prevent, detect and manage biosecurity risks associated with animals, animal products and related activities. It defines specific biosecurity obligations and creates offences concerning the feeding, possession and supply of prohibited pig feed and restricted animal material. The Regulation requires appropriate labelling of animal feeds through restricted animal material (RAM) statements, prohibits contamination of ruminant feed, and mandates vaccination against Newcastle disease for commercial chicken flocks. The Regulation also prescribes biosecurity events and notification requirements. The appearance of skin nodules on cattle is designated as a biosecurity event, and persons reporting biosecurity events or notifiable biosecurity matter must provide specified information, including contact details, location information and relevant property identification codes. In addition, the Regulation establishes registration schemes for beekeepers, goat depot operators and persons dealing with certain vaccines, including application processes, registration conditions and decision-making timeframes. A substantial part of the Regulation governs beekeeping activities. It requires registration of beekeepers, maintenance of a register, compliance with approved biosecurity codes of practice and adherence to operational conditions concerning hive identification, hive design, hive numbers, locations, inspections and record-keeping. Records relating to hive movements, acquisitions, transfers, pest detection and treatment measures must generally be retained for five years. The Regulation also provides for voluntary biosecurity management plans for agricultural and horticultural premises, which may be considered when assessing whether reasonable steps have been taken to manage biosecurity risks
