Samoa’s Third Nationally Determined Contribution (NDC 3.0).

The Samoa’s Third Nationally Determined Contribution (NDC 3.0) is set out under the Paris Agreement for the period 2026–2035. It presents the national greenhouse gas inventory and emissions profile and establishes mitigation, adaptation and resilience objectives aligned with national development and climate policy frameworks. Mitigation measures target the energy, agriculture, forestry and other land use (AFOLU), and waste sectors through renewable energy deployment, transport electrification, reforestation, forest restoration and emissions management. Adaptation actions focus on strengthening ecosystem resilience, including mangrove conservation, forest protection, climate-resilient agriculture, community-based aquaculture and sustainable fisheries management. The document further provides institutional arrangements for implementation, monitoring, reporting and verification (MRV), and identifies investment, technology transfer, capacity-building and climate finance requirements. It also addresses loss and damage, gender equality, social inclusion and international cooperation, including potential participation in carbon market mechanisms under Article 6 of the Paris Agreement. The document emphasizes stakeholder participation, community-based planning and alignment with sectoral policies on agriculture, fisheries, forestry, energy, biodiversity, gender equality and sustainable development. It recognizes loss and damage arising from climate change impacts and outlines measures relating to data collection, research, institutional development, policy integration and financing needs. Most mitigation, adaptation and resilience actions are conditional on external financial support, technology transfer and capacity building, while the NDC also identifies opportunities for international cooperation, including the potential use of carbon market mechanisms under Article 6 of the Paris Agreement.
