This Act establishes a multi-species marine hatchery in the City of Bislig, Surigao del Sur, under the supervision of the Bureau of Fisheries and Aquatic Resources of the Department of Agriculture. It provides for the transfer of hatchery management to the local government unit concerned within two years of construction, requires training of local personnel for hatchery operations, mandates the allocation of funds for its establishment and operation, and authorizes the issuance of implementing rules and regulations governing its supervision, monitoring, transfer, and withdrawal.
