Cambodia's Water Security Compact aims at enhancing water security from 2026 to 2030. It emphasizes water security as a national priority within the broader policy context of Cambodia's Pentagonal Strategy (2023–2028) and Vision 2050, with objectives to improve access to safe water and sanitation, manage water resources sustainably, and bolster climate resilience. The Compact aligns with legal principles of equitable resource management and sustainable development, setting measurable targets such as universal access to safely managed water supply and sanitation, increased wastewater treatment, expanded irrigation, and flood and drought risk reduction. Key measures include comprehensive reforms across three pillars: Water for People, Water for Food, and Water for Planet. These involve updating policies, establishing legal frameworks like new water supply laws, creating regulatory agencies, and developing sub-decrees on water allocation, licensing, groundwater management, and hydrology. Action plans specify infrastructure investments, institutional strengthening, private sector participation, and climate adaptation strategies, with detailed timelines and targets. Initiatives encompass expanding urban water infrastructure, rehabilitating irrigation schemes, and implementing river basin management plans, all with compliance and strategic priorities.
