Law on energy efficiency.

This Law regulates policy measures to encourage energy efficiency and efficient use of energy, obligations of bodies performing tasks under this Act in implementing the state energy efficiency policy, determining energy savings, and consumer rights in the application of energy efficiency measures. This Law also transposes the provisions of certain European Union legislation as listed in article 2. The text is divided into twelve thematic Chapters and a total of 77 articles. Titles of these Chapters are as follows: I. General provisions; II. Energy efficiency plans; III. Energy efficiency of public bodies; IV. Energy efficiency of the company; V. Energy saving obligation; VI. Informing, empowering and raising consumer awareness about energy efficiency; VII. Energy efficiency in energy production, transmission, transmission, distribution and storage; VIII. Financing energy efficiency; IX. Energy efficiency of energy-related products; X. Supervision; XI. Penalty provisions; XII. Transitional and final provisions. The main purpose of this Law is to achieve the goals of sustainable energy development by reducing negative environmental impacts from the energy sector, improving the security of energy supply by reducing dependence on energy imports and fossil fuel imports, meeting the needs of energy consumers and fulfilling the international obligations of the Republic of Croatia in the area of greenhouse gas emission reduction. Efficient use of energy is of great interest to the Republic of Croatia. This Law determines the framework of policy measures for the promotion of energy efficiency within the Republic of Croatia in order to ensure the achievement of national energy efficiency targets in the Republic of Croatia until the year 2030. Policy measures to promote energy efficiency shall be established for all sectors of final energy consumption and for the removal of barriers in the energy market and overcoming market failures that limit the improvement of energy efficiency in the production, transmission/transportation, distribution, storage and use of energy, and shall be defined in more detail in the energy efficiency plans referred to in articles 11-15 of this text. The Ministry is obliged to monitor the implementation of the "energy efficiency first" principle. Once a year, by 30 September of the current year, the Ministry shall prepare a report for the previous year on: the impact of regulatory frameworks, including financial regulations and decisions on policies, planning and major investments referred to in article 8 (paragraphs 1 and 2) of this Law, on energy consumption, energy efficiency and energy systems; how the "energy efficiency first" principle has been taken into account in national, regional and local decisions on plans, policies and major investments related to national and regional energy systems, including an assessment of the application and benefits of the "energy efficiency first" principle in energy systems in relation to energy consumption and a list of actions taken to remove any unnecessary regulatory or non-regulatory obstacles to the implementation of the "energy efficiency first" principle and energy demand-side solutions, including the identification of national legislation and measures that are inconsistent with the "energy efficiency first" principle.
