The Procurement Regulations 2024.

The Procurement Regulations 2024 supplement the United Kingdom’s Procurement Act 2023 and establish rules for public procurement transparency. They require prescribed notices, documents and information to be published through a central digital platform and regulate the registration of suppliers and the submission of core supplier information. This includes basic identity details, economic and financial standing, connected persons, exclusion grounds and evidence of measures taken in response to relevant misconduct or disqualifying events. The Regulations specify the information required throughout the procurement lifecycle, including pipeline, planned procurement, preliminary market engagement, tender, transparency, contract award, contract details, payment compliance, performance, modification, termination and below-threshold notices. Separate requirements apply to open and competitive flexible procedures, frameworks, dynamic markets, direct awards and private utilities. They also prescribe assessment summaries, contract-performance ratings, reporting of breaches or deficient performance, payment information and the use of unique identifiers for contracting authorities, procurements, contracts and suppliers. Additional provisions identify light-touch and reservable services, central government and defence authorities, and activities classified as works.
