Law No. 104 "On Climate Activity".

This Law establishes the legal, institutional, and economic framework for climate activity within the national territory. It regulates public relations concerning greenhouse gas emissions, carbon unit circulation, and the implementation of national climate policy. The text defines fundamental concepts, including adaptation capacity, carbon units, greenhouse gas sources and sinks, and climate financing mechanisms. The institutional framework defines the powers of the Cabinet of Ministers, authorized state bodies, and local self-government authorities. It provides for the establishment of a Consultative-Advisory Body under the Cabinet of Ministers to coordinate strategic climate management and international reporting. Authorized state bodies are assigned to maintain the national inventory and state cadastre of greenhouse gas emissions and sinks, while local authorities are tasked with developing and executing local climate plans covering urban infrastructure, energy efficiency, air quality, and municipal greening. The Law establishes a greenhouse gas inventory cycle updated every two years, alongside long-term emissions projections. It provides the regulatory basis for carbon unit circulation, emission quota trading, and mechanisms under Article 6 of the Paris Agreement. Economic entities exceeding established emission thresholds are subject to mandatory monitoring, accounting, reporting, and verification requirements, while framework provisions cover voluntary participation for small and medium-sized enterprises. Climate adaptation is structured through a National Adaptation Plan updated on a five-year cycle, based on climate risk assessments and monitoring. Sectoral and regional adaptation measures cover water resources, agriculture, pastures, forests, energy, and infrastructure. The Law specifies financial sources for climate activities, including budget allocations, non-budget funds, international climate funds, and private investments, while establishing provisions on public access to climate information and compliance oversight.
