This Implementing Rules and Regulations (IRR) implements Republic Act No. 10950, which establishes a multi-species marine hatchery in Ligao City, Province of Albay. The IRR designates the Department of Agriculture, through the Bureau of Fisheries and Aquatic Resources (DA-BFAR), as the implementing agency responsible for supervising construction, providing operational funding, conducting training programmes, and managing the hatchery during the initial operational period. It provides for the transfer of hatchery operations and management to the Local Government Unit of Ligao City within two years through a Memorandum of Agreement, subject to the creation of plantilla positions and the establishment of a dedicated trust fund for hatchery revenues and fisheries development activities. The IRR further establishes monitoring, reporting and technical assistance mechanisms, including a Monitoring Committee, and contains provisions regarding implementation, amendment, separability, publication, and filing with the Office of the National Administrative Register.
