Dairy Industry Development Policy.

This Policy sets out a national framework for the development of the dairy industry in Afghanistan, covering the production, processing, packaging, quality control and marketing of dairy products. It aims to increase the production of safe and high-quality dairy products, strengthen fresh milk producers and dairy enterprises, improve access to dairy products, reduce dependence on imports, and promote investment in the dairy sector. The Policy identifies challenges affecting the sector, including inadequate processing facilities, weak value chains, insufficient quality control mechanisms, and competition from imported powdered milk, and establishes measures to address them through improved livestock breeding, artificial insemination services, animal health and nutrition programmes, development of milk collection centres, processing plants and laboratories, and capacity-building initiatives. It also sets out the roles and responsibilities of relevant public institutions, private sector actors, producer associations and development partners in implementing and monitoring the Policy, with the objective of enhancing domestic dairy production, food safety, employment opportunities and economic conditions for livestock producers.
