Decree No. 1.350 creating the State Commission for the Prevention, Preparedness and Rapid Response to Environmental Emergencies Involving Hazardous Substances (CE-P2R2/SE).

This Decree establishes the State Commission for Prevention, Preparedness and Rapid Response to Environmental Emergencies Involving Hazardous Products (CE-P2R2/SE) in the State of Sergipe. The decree aims to create an integrated institutional framework for preventing, preparing for and responding rapidly to environmental emergencies and accidents involving hazardous substances. Linked to the State Superintendence for Civil Protection and Defence, the Commission is tasked with coordinating actions to minimise environmental, public health and public safety risks, while promoting efficient use of available human, material and financial resources. The decree also adopts key principles such as precaution, transparency, public access to information and the polluter-pays principle in the management of environmental risks. The decree assigns the Commission responsibility for developing and implementing the State P2R2 Plan, mapping risk areas, establishing emergency response protocols, promoting technical training, maintaining information systems, conducting public awareness activities and fostering cooperation among governmental bodies, private entities and civil society. It creates a multi-agency structure involving environmental, health, civil defence, public security and other institutions, and authorises the establishment of technical committees to address specific issues related to hazardous products.
