This Act establishes a multi-species marine hatchery in the City of Baybay, Province of Leyte, under the supervision of the Bureau of Fisheries and Aquatic Resources (BFAR) of the Department of Agriculture. It mandates the conduct of a feasibility study, the construction and initial operation of the hatchery by BFAR, and the eventual transfer of management and operation to the local government unit of Baybay City through a phased transition programme. The Act provides for the production of marine fish, shellfish and crustacean seed resources, capacity-building of local government personnel, and the allocation of national and local funding for the establishment and operationalization of the hatchery. It further requires the issuance of implementing rules and regulations governing supervision, operation, monitoring, and transfer arrangements.
