Complementary Law No. 177 establishing the State Policy for the Sustainable Development of Fisheries and Aquaculture in the State of Tocantins (Pedespa-TO).

This Law establishes the State Policy for the Sustainable Development of Fisheries and Aquaculture in the State of Tocantins (Pedespa-TO). The principal objective of the Law is to create a comprehensive framework for the sustainable development of fisheries and aquaculture by balancing economic exploitation with environmental conservation, social inclusion, technological innovation and sectoral planning. The policy recognises fisheries and aquaculture as activities of social and environmental importance, promotes their integration into the bioeconomy, and seeks to improve food security, employment, income generation and the wellbeing of fishing and aquaculture communities. It also aims to reduce poverty and inequalities, strengthen participation by artisanal fishers and aquaculture producers, support scientific research and technical assistance, preserve aquatic ecosystems and promote responsible use of aquatic resources. The Law further establishes governance, sustainability and financing mechanisms to support the sector’s long-term development. These include the creation of a State Fisheries and Aquaculture Plan, consultative sectoral bodies, transparency and monitoring requirements, simplified licensing procedures for certain low-impact aquaculture activities, incentives for sustainable production and environmental services, and measures to improve infrastructure, market access, traceability and certification of fish products. The legislation also promotes innovation, climate finance initiatives, circular production systems, conservation of traditional knowledge and biodiversity, and the development of recreational and sport fishing as tools for economic development and tourism, while ensuring compliance with environmental protection and resource management standards.
