Regulatory Decree No. 8/2026 amending Regulatory Decree No. 9-A/2017 regulating the legal framework for the Simplified Property Registration Information System and the Land Registration Office.

This Regulatory Decree amends the regulatory framework governing Portugal’s Simplified Cadastral Information System and the Balcão Único do Prédio (BUPi) in order to align it with the legislative changes introduced by Decree-Law No. 87/2026. Its principal objective is to harmonise and modernise the procedures relating to the georeferenced graphical representation (RGG) of rural and mixed properties, thereby improving the identification of land ownership and property boundaries. The decree establishes new requirements concerning the prior existence of an RGG for certain special registration and annexation procedures, clarifies the treatment of public-domain property, updates rules governing the validation of cadastral information, and strengthens the integration of cadastral and property registration processes. The decree also seeks to improve the efficiency, accuracy and legal certainty of cadastral administration through revisions to BUPi procedures, technical requirements and administrative processes. It introduces clearer obligations for interested parties and qualified technicians, establishes deadlines for validation and registration procedures, regulates the correction and cancellation of RGG records, and provides for administrative conciliation mechanisms to resolve boundary disputes arising from overlapping property polygons. In addition, it enhances interoperability between public authorities, refines procedures for public entities carrying out georeferencing activities, and updates the framework for special property registration and justification procedures, thereby supporting a more coherent and reliable cadastral information system.
