This National Fisheries Development "15th Five-Year" Plan sets out the national policy objectives and sectoral priorities for fisheries through 2030. The Plan aims to promote high-quality development across aquaculture, capture fisheries, resource conservation, and global fisheries governance. It underscores balanced domestic and international strategies, innovation-driven development, green principles, and coordinated development of inland and marine fisheries while maintaining production safety and ecological protection. Its 2030 targets include RMB 2 trillion in output, 80 million tonnes of aquatic products, per-capita net fisher income of RMB 36,000, at least 100 million mu under aquaculture and domestic marine catches below 10 million tonnes. The Plan establishes concrete measures. Measures for aquaculture modernization cover pond upgrades, facility-based recirculating systems, sea-based facility upgrades, tailwater treatment, veterinary-drug and feed controls. Measures for enhancement of capture fisheries sustainability include catch limits, vessel classification, selective fishing gear and and limits on feedfish capture. Resource conservation measures include the Yangtze ten-year fishing ban continuation, habitat and migration-route restoration, aquatic germplasm reserves, stock enhancement and endangered-species protection.
