The National Social Protection Policy Framework 2024–2035 is a national policy with a multi-sectoral approach, replacing the National Social Protection Policy Framework 2016–2025. Its vision is to provide social protection to all citizens against income insecurity arising from risks at each stage of the life cycle, aiming to improve health and well-being, reduce poverty and gender and social inequalities, and strengthen social solidarity and stability. The Framework sets out social protection policy measures addressing seven categories of life-cycle risks: maternity and childhood, occupational risks, unemployment, health risks, disability, homelessness, and old age and survivors. It provides for strengthening cash transfer programmes for pregnant women and children under two years of age, while considering extending coverage to children aged two to five. Maternal and child health and nutrition are promoted through cash transfers linked to prenatal and postnatal healthcare services and through the Home-Grown School Feeding Programme, which provides nutritious meals to primary school children in targeted areas and supports local agricultural producers, particularly women. The Framework also aims to strengthen and progressively expand school feeding and scholarship programmes for children from poor households. Social protection measures for people with disabilities and older persons are included within the National Social Assistance Programmes in Family Package. To improve resilience to emergencies, climate change and economic shocks, the Framework promotes shock-responsive social protection, including the expansion of social assistance and emergency cash transfers to poor, vulnerable and affected households. Furthermore, it promotes technical and vocational skills training for young people from poor and at-risk households, with particular attention to women and persons with disabilities, as well as cash-for-work interventions that can contribute to the development of rural infrastructure, including irrigation systems. In addition, the Framework provides for the development of action plans covering 2024–2030 and 2030–2035, the strengthening of monitoring and evaluation mechanisms, the digitalization and harmonization of social protection registration and data management systems through the Social Protection Registry and Digital Social Protection Platform, and enhanced coordination with development partners.
