The Pet Bird Management Rules, 2020 adopted under the Wildlife (Conservation and Security) Act, 2012. The principal objective of the Rules is to establish a comprehensive licensing and regulatory framework for the breeding, management, possession, purchase, sale, import, export and transfer of pet birds in Bangladesh. The Rules define the categories of birds subject to regulation, create procedures for obtaining and renewing licences and registration certificates, and establish requirements for commercial breeders, pet bird establishments and individuals engaged in the lawful keeping and trade of birds. The framework also incorporates obligations related to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) for species listed in the relevant appendices. A further objective of the Rules is to ensure the conservation, traceability and lawful management of wildlife by regulating the movement and commercial use of pet birds and by imposing record-keeping, inspection and reporting requirements. The Rules prescribe standards for breeding facilities, establish controls over import, export and re-export activities, provide for the issuance, renewal, suspension and cancellation of licences and registration certificates, and create offences and appeal mechanisms for cases of non-compliance. Through these measures, the instrument seeks to prevent illegal trade, promote responsible management of captive bird populations and strengthen the implementation of national wildlife conservation policy.
