Integrated Micro Irrigation Policy, 2017.

The Integrated Minor Irrigation Policy 2017 establishes a comprehensive framework for the sustainable development, management and efficient use of irrigation water in order to increase agricultural production, strengthen food security and support rural development. The policy aims to improve irrigation efficiency through the coordinated use of surface water, groundwater and rainwater resources, while ensuring their long-term conservation and environmental sustainability. Its principal objectives include expanding irrigation coverage, promoting efficient water use, preventing groundwater depletion, increasing water productivity, encouraging the adoption of modern irrigation technologies, and enhancing resilience to climate variability and water scarcity. The policy also seeks to ensure equitable access to irrigation services, reduce irrigation costs and improve agricultural productivity across diverse agro-ecological zones. To achieve these objectives, the policy provides strategic guidance for irrigation management in different geographic regions, including floodplains, haor areas, coastal zones, hills, char lands and drought-prone areas. It promotes rainwater harvesting, groundwater recharge, conjunctive use of surface and groundwater, water-saving practices such as Alternate Wetting and Drying (AWD), and the greater use of renewable energy technologies in irrigation. The policy further establishes institutional mechanisms for planning, regulation, monitoring, data management and stakeholder participation, including irrigation committees at local and district levels. Through research, training, improved governance and coordination among public and private actors, the policy seeks to modernise irrigation systems, increase water-use efficiency and ensure the sustainable management of Bangladesh’s water resources for agriculture.
