The Nepal’s Public-Private Partnership Policy, 2072 (2015–2016) establishes a national framework for promoting public-private partnerships (PPPs) in the development, reconstruction, modernisation, management and operation of public infrastructure and services. Its principal objectives are to create an enabling environment for attracting private-sector capital and to make use of private-sector managerial capacity, entrepreneurship, efficiency and technological expertise in delivering quality public infrastructure and services. The Policy seeks to increase investment in infrastructure, allocate risks and benefits appropriately between public and private partners, establish transparent project procurement and approval processes, and ensure the sustainable operation and maintenance of PPP projects. The Policy identifies priority areas for PPP investment, including transport infrastructure (roads, bridges, airports, railways, cable cars, ropeways and ports), electricity and other forms of energy, information and communications, urban and rural environmental services such as solid-waste management, drinking water, sewerage and sanitation, as well as education, health, tourism infrastructure and other urban services and facilities. It also establishes institutional, financial and regulatory mechanisms for identifying, appraising, approving, procuring, implementing, monitoring and transferring PPP projects, including provisions on feasibility studies, land acquisition, risk allocation, project preparation financing and viability-gap funding. The Policy provides for a PPP Steering Committee and a PPP Centre, and establishes arrangements for monitoring, evaluation and eventual transfer of project infrastructure and assets to the relevant public authority at the end of the contractual period.
