The Philippine Youth Development Plan 2023–2028 provides a national framework for promoting the development and participation of Filipino youth. It supports youth participation in governance, economic empowerment, agriculture, environment, health, education, peacebuilding and social inclusion. The Plan recognises agriculture as an important area for youth participation and contribution to national development. It promotes youth involvement in food security, farming, agribusiness and agricultural entrepreneurship. Measures include agricultural education, skills development, training in agricultural technologies and support for rural youth organisations. The Plan also seeks to improve access to productive resources, livelihood opportunities and business capital. In the environmental field, it promotes youth participation in environmental protection and the implementation and monitoring of environmental policies. It supports climate change education, climate change adaptation, disaster risk reduction and community preparedness. Youth organisations are encouraged to participate in environmental and climate-related initiatives at national and local levels. Implementation involves government agencies, local government units, youth organisations and other stakeholders, supported by monitoring and evaluation mechanisms.
