"The present Rules establish the procedure for obtaining the permission for the import of plants or plant products. A person or body wishing to import plants, plant products, biological control agents, beneficial organisms or means of growing plants such as soil, moss and pit shall obtain the entry permit pursuant to this Act. " Chapter-2 deals with Provisions relating to Committee and Organization: There shall be a Plant Quarantine Committee to make advice and suggestions to the Government of Nepal on policies on the quarantine of plants or plant products. The Government may, by notification in the Gazette, designate any central level office related with plant protection as the National Plant Protection Organization. "Chapter-3 deals with Provisions relating to entry permit, sanitary certification for export and re-export." 5. The functions, duties and powers of the National Plant Protection Organization are set forth in Section 6 of the Plant Protection Act, 2007. The functions, duties and powers of the Committee are set forth in Section 5 of the Act. 7. The phyto-sanitary certificate issued by the country exporting the goods, as referred to in Sub-rule (1), which are intended to be imported. A person who intends to obtain the phyto-sanitary certificate pursuant to Subsection (1) or (2) of Section 12 of the Act has to make an application, accompanied by specific documents and the fee in the case of export. 4. 9. Certificate to be obtained after registration of Pesticides - Any person, institution or body shall, compulsorily, register the pesticides in the office established under Section 7 by paying the prescribed fee and obtain a certificate thereof in order to import, export, produce, use, or distribute the pesticides. 10. Notified Pesticide - His Majesty’s Government shall, on the recommendation of the Board, publish the name of the pesticides registered under Section 9 in Nepal Gazette. 11.Pesticides other then notified pesticides not to be used - Pesticides other than the pesticides notified by His Majesty’s Government under section 10 shall not be imported, exported, produced, used or distributed. Explicit reference

used in the old report [Abstract] This Act makes provision with respect to the control and improvement of the quality of seeds and seedlings (as defined) and the creation of a National Seeds Board, a Seeds Quality Control Centre, and a Seeds Testing Laboratory for these purposes. The Board shall advise the Government on a national policy for the improvement and control of seed production, shall regulate the control of standards for seed established by it, and keep a register of seeds of new species (sect. 5). The Centre shall control, examine and authenticate the quality of seeds. The Government may prescribe the minimum limit of the quality standard of any seeds out of the notified seeds after consultation with the Board under section 12. Section 13 provides for the sale and distribution of notified seeds. Import or export of seeds requires a permission by the prescribed authority under section 15. A Seeds Inspector, Seeds Sample Collector and Seed Analyst may be appointed under section 16. Remaining provisions concern offences and other liability. (24 sections) Conservation of PGRFA
