Measures:Art.64 Management of forests (1) The lead agency may, in consultation with the [National Environment Management] Authority, issue guidelines and prescribe measures for the management of forests in Uganda. (2) The guidelines and measures issued or prescribed under subsection (l) shall take into account- (a) forests on land subject to interests held by private persons; (b) forests in protected areas, including forest reserves and national parks; (c) measures to encourage the planting of trees and woodlots by individual land users, institutions and communities; (d) forests on public land or communal land; and (e) forests in wetlands and in protection zones of riverbanks and lakeshores. (3) Forests shall be managed in accordance with the principle of sustainable development. (4) The commercial exploitation of any forest shall be carried out in accordance with the principle of optimum sustainable yield. (5) Traditional uses of forests which are indispensable to the local communities and are compatible with the principle of sustainable development shall be protected. (6) Notwithstanding subsections (3), (4) and (5), the lead agency may prohibit human activities in any forest area by declaring a forest area a specially protected forest.
