Namibia's Environmental Assessment Policy establishes a framework for integrating environmental considerations into the planning of projects, programs, and policies. Compiled by the Directorate of Environmental Affairs, it aligns with Article 95 of the Constitution regarding the sustainable utilization of natural resources. The policy aims to promote economic growth and poverty alleviation while protecting the environment from degradation in an arid landscape. The policy mandates that all listed activities, whether public or private, undergo an Environmental Assessment (EA) procedure. This process includes registration, scoping, investigation, and reporting. An Environmental Commissioner and an Environmental Board are responsible for administering the process and reviewing reports. Decision-making incorporates public participation and considers secondary and cumulative impacts. Proponents must bear the costs of EAs and enter into binding agreements to ensure compliance with recommended mitigatory measures. Approved proposals are subject to conditions, ongoing monitoring, and periodic independent audits to evaluate the effectiveness of environmental management. Appendix B lists 54 specific activities requiring assessment, including mining, major roads, and waste disposal.
