Presidential Decree regulating the modalities for the establishment of Optimal Territorial Areas and the government and use of water resources.

The Communes and Provinces comprised in the territory of an Optimal Territorial Area shall arrange the integrated water service with a view to guaranteeing its efficient management. The Provinces and the Communes may coordinate their activities through the following forms of cooperation: (a) conclusion of contracts as per article 30 of Legislative Decree No. 267 of 18 August 2000; (b) creation of consortia as per article 31 of Legislative Decree No. 267 of 18 August 2000. The above-mentioned contracts shall contain the following indications: (a) objectives; (b) duration; (c) responsible for coordination; (d) financial relationships; (e) forms of management of the integrated water service.
