Decree No. 143/2004/NS-CP amending and supplementing Article 14 of the Government's Decree No. 175/CP 1994 which guides the Implementation of the Law on Environmental Protection.

Art. 14 has been amended for what is related to the competence in evaluating and approving Environmental Impact Assessments (EIA) on national parks and conservation zones, the builfding of infrastructures in urban settlements, seaports, hydro-electric power plants and refining operations for oil.
