Fishing authorization shall be issued to scientific research organizations in conformity with the plans thereof regarding scientific research, stock enhancement, repopulation, control catch, acclimatization and fish farming validated by the respective ministries and institutions. Basin fishing inspections in the process of issuing fishing authorization must take into consideration the possibility of the coordination of research and utilization of the same species for other purposes. Total allowable catch shall be determined by scientific research institutions by agreement with basin fishing inspections with the consideration of the amount of available stocks and the methodology of research. Fishing authorization is the sole document authorizing fisheries for the aforesaid purposes. Copying and re-issuing of fishing authorization is prohibited.
