This Chapter mainly aims at prevention of litter caused by no-deposit, no-return beer and soft drink containers. The policy set out in section 1, however, defines the scope and purpose of a wider environment pollution protection program. Section 3 places restrictions on the sale of certain containers. Section 4 concerns licensing of a business to collect, store, process and dispose of containers by the Board of Directors of the Guam Environmental Protection Agency. The Board may promulgate Rules and regulations as necessary to implement the provisions of this Chapter. (8 sections)
