These Regulations lay down rules and prescribe measures to prevent risk of injury to person or property in the keeping, conveying, loading and unloading of petroleum in distribution stores, major distribution stores and private bulk stores. A number of requirements relate to the design, construction, installation and maintenance of storage tanks, pipelines and lines of rail used for the movement and transport of rail tank wagons at stores and at appropriate adjacent rail-line sections and to the handling of petroleum. Requirements are laid down for the monitoring, testing and assessment of the working environment where dangerous concentrations of petroleum vapour may be present. The Regulations also provide for emergency measures.
