This Ministerial Decree establishes that valuation of damage caused by the violation of environmental legislation shall be carried out by the officials of the authorized environmental institution in the process of inspection. Legal and natural persons that have caused environmental damage exposed by the environmental officials shall transfer funds to the state budget for the mitigation of the consequences of the aforesaid damage. Economic valuation shall be direct (factual costs) when the damages can be completely compensated and indirect when the damage is irreparable and cannot be compensated to the full extent. Damage for unauthorized waste water discharge shall be calculated as the cost of water treatment arrangements for the factual volume of the discharged waste water.
