This Ministerial Decree establishes the modalities for the payment, collection, exoneration and use of environmental fees for the reproduction of mineral resources. Such fees shall be applicable to all users of subsoil that mine and extract minerals that were prospected or explored using state funds. They shall go to the federal and regional budgets, and shall be used exclusively for geological study, prospecting, exploration and reproduction of mineral resources. Users of subsoil that prospect or explore mineral deposits at their own expense, or that have completely refunded to the state public expenses for such activities, shall be exempt from these environmental fees.
