This Ministerial Decree regulates the licensing of hydrometeorological activities carried out by legal persons and individual entrepreneurs. Activities subject to compulsory licensing shall include: (a) assessment of meteorological, climatological, hydrological, heliophysical and agrometeorological characteristics of environment; (b) assessment of pollution levels, including radioactive pollution of the atmosphere, soil, water bodies and outer space; and (c) data collection and reporting on environmental pollution. The Federal Hydrometeorological and Environmental Monitoring Service shall be the licensing authority. Licences shall be issued for a period of five years with the possibility of renewal. Applicants shall submit the following documentation to the licensing authority: (a) application; (b) the list of available equipment; (c) the list of available normative and technical documentation; (d) copies of qualification certificates; and (e) copies of documentation attesting to the record of service in the sphere of environmental assessment.
