This Ministerial Decree establishes that special conditions for the management of offshore coastal strips of inland waterways shall restrict economic activity in the area to promote safe navigation. State water basin institutions shall determine the boundaries of offshore coastal strips. Plots of offshore coastal strips may be allotted for provisional management to legal and natural persons for the following purposes: (a) construction of provisional navigation facilities and waterworks; and (b) agriculture and other uses.
