This Ministerial Decree establishes the requirements for oil pollution prevention measures in order to reduce its negative impact on the environment. Such measures shall be undertaken by the federal and regional executive bodies, local self-government bodies and organizations that carry out exploration of oil deposits and oil extraction, transportation and storage. Mining organizations shall observe the following measures: (a) notification to state executive bodies of oil pollution; (b) prevention of oil pollution and oil outflow; and (c) functional maintenance of oil outflow detection devices and equipment. The competent authority shall plan for the mitigation of consequences of oil outflow by: (a) stopping the oil outflow; (b) collecting and removing spilled oil; and (c) storing spilled oil for future recycling.
