This Decision approves the scheme on the development of biofuels for use as new and renewable energy as an alternative to conventional fossil fuels in order to assure energy security and environmental protection. The scheme, among other things shall: encourage industrial-scale production and use of biofuels; research into, approach and master technologies for producing seedlings of high-yield plants for biofuel production; plan and develop raw material areas for production of alcohol, vegetable oil and animal fat for biofuel production.
