This Ministerial Decree shall be applicable to waterworks authorization for construction or operation of which was cancelled, including unsafe waterworks in disrepair, waterworks subject to conservation or liquidation, and ownerless waterworks. Operation of waterworks can be carried out by the owners of by the operating organization exclusively in accordance with licence issued by the competent body. Owner of waterworks shall have the following duties: (a) keep waterworks in repair and ensure safe operation thereof; (b) prevent accidents; (c) ensure impoundment of water reservoirs giving priority to potable water supply; and (d) ensure sanitary protection of waterbodies. In case of finding out ownerless waterworks the competent body shall inform local executive body and shall forward proposals regarding to safety thereof to the regional authority.
