This Methodical Instruction establishes the modalities of participation of the bodies of the Federal Mining and Industrial Survey in licensing of subsoil management and shall serve as guidelines for the aforesaid bodies. The aforesaid bodies shall express expert opinion and carry out coordination on issues pertaining to their competence in the sphere of licensing of subsoil management, including observance by subsoil managers of licensing terms and conditions and timely payment of environmental fees. In particular the Federal Mining and Industrial Survey shall coordinate licensing of the development of mineral deposits in accordance with product sharing agreements and posted under direct jurisdiction thereof.
