This Governmental Resolution decrees as follows: (a) to declare all reservoirs of general use of public significance; (b) to consider the Ministry of Agriculture and Water Resources to be the main user of fish reservoirs; (c) to entitle the Ministry of Environment with the function of organizing and exercising control for protection of fish resources and regulation of the use of fish resources; and (d) to authorize the Ministry of Environment by agreement with the National Academy of Science to set limits for catch and to issue fishing permits for artisanal fishing and fisheries for scientific and research purposes.
