This Methodical instruction establishes the basic provisions for composition, contents and validation of the general scheme for domestic waste disposal and waste management in the residential areas. General scheme establishes order of priority for carrying out the arrangements related to domestic waste management and waste disposal, recycling and operation of sanitary and cleaning service. General scheme shall contain the following data: (a) data on city and natural and climatic conditions; (b) urban planning; (c) state of sanitary and cleaning service; (d) organization and technology of domestic waste collection and removal; and (e) waste processing methods.
