This Circular provides for the quality, technical safety and environmental protection inspection of special-use vehicles upon their importation, manufacture, assembly, transformation and use for transport purposes. Special-use vehicles which satisfy the requirements prescribed in the Circular will be issued a certificate of inspection of technical safety and environmental protection.
