This Ministerial Decree establishes that state environmental audit shall be carried out with a view of control of compliance of economic and other activities with ecological safety requirements. State environmental audit shall carry out the following functions: (a) environmental and socio-economic analysis and evaluation of the documentation regulating economic and other activities; (b) substantiation of the issuance of licences and certificates; (c) coordination of export and import documentation; and (d) preparation of documentation by the results of environmental audit for decision-making by the competent authorities. State environmental audit shall be based upon the principles of legality, scientific substantiation, objectivity, independence and openness.
