This Decree is composed of four articles and institutes the Commission for Rio Grande Basin, regulating its composition and competences. In particular, the Commmission is entitled to: promote issues related to water resources and coordinate the actions of intervening entities; arbitrate disputes related to water resources; approve the basin's Water Resources Plan; monitor the implementation of the basin's Water Resources Plan and suggest necessary measures to meet its goals; Propose to the National Council and State Water Resources Councils accumulations, diversions, abstractions, and releases of minor significance, for exemption from the mandatory granting of water resource use rights, according to their domains, etc.
