These Provisions aim at strengthening the supervision and administration of the inspection and quarantine declaration agencies, and at regulating the act of inspection and quarantine declaration by proxy. The General Administration of Quality Supervision, Inspection and Quarantine of the People’s Republic of China (AQSIQ) shall be responsible for the administration of the inspection and quarantine declaration by proxy throughout the country. The Provisions set out conditions and procedures that enterprises must follow in order to apply for the registration of inspection and quarantine declaration agencies. Other provisions include: supervision and inspection on the business activities of inspection and quarantine declaration by proxy of the inspection and quarantine declaration agencies; and legal liabilities.
