This Ministerial Decree establishes the modalities for the issuance or refusal of the issuance by the authorized environmental bodies of authorization for for flaring of associated oilwell gas entailing emissions to the atmospheric air. The decision for the issuance of the aforesaid authorization shall be made by the authorized environmental institution within thirty days upon presentation by nature manager of the following documentation: (a) application (Annex 1); (b) copy of state registration of subsoil manager; and (c) plan of flaring test of oilwell approved by the authorized local body of state environmental institution.
