The present Law shall identify legal, organizational and economic principles for preparing and carrying out the agricultural census, processing, summarizing, disseminating, and using its results, as well as shall regulate the relations of subjects of the agricultural census, identify their rights, obligations and responsibility, establish state guarantees with respect to the protection of confidential information that was obtained in the process of carrying out the agricultural census. Article 1 of the present Law shall specify that the agricultural census shall be a periodical state statistical observation that shall include collecting data that, as of the established date, describe the condition and structure of the agriculture, phenomena and processes in this sector, as well as processing, summarizing, disseminating, and using its results. According to Article 3 of the present Law, the goals of carrying out the agricultural census shall be: (a) to obtain integral, objective and reliable data as regards various parameters of the agricultural sector; (b) to receive summarized data for analyzing the dynamics of the main indicators of agricultural activities carried out by respondents and to ensure the carrying out of state statistical observations and the relevant calculations in the period between agricultural censuses; (c) to determine structural changes in agriculture for the purpose of providing informational support to management, forecasting social and economic development and developing government policies in this sector; and (d) to receive data on small territorial units and detailed combinational groupings of structural features of subjects of agricultural activities for the purpose of developing, at the local and regional levels, measures aimed at social and economic development of the relevant territories.
