This Decree establishes the modalities of inspection by energy auditors of energy inspection and expertise with a view of assessment of energy efficiency and use of fuel and energy resources. State energy supervision bodies shall compile the list of consumers of fuel and energy resources subject to compulsory primary energy inspection. Energy inspections shall be classified as follows: (a) primary; (b) periodic (recurrent); (c) extraordinary; and (d) express (local). Assessment of energy efficiency shall be expressly stated by the results of energy inspection. Recommendations for energy saving and rational use of fuel and energy resources shall not reduce ecological characteristics of the functioning equipment and technological processes.
