The purpose of this Ministerial Decree shall be to regulate relations in the sphere of conservation and development of forests, wildlife fauna, forest and hunting management by means of: (a) ensuring state priority in the sphere of protection, reproduction of wild fauna and conservation of forest fund land; (b) forest and hunting management; (c) protection of rights and interests of the users of forest and hunting fund, and also of hunters; (d) formation and conservation of the national hunting traditions and culture; (e) conservation of forest biological diversity and rational use of wild fauna subject to hunting; and (f) rational use of forest fund land for recreational purposes. Forest fund land can be conceded in lease for the period of no less than 5 years and no more than 49 years.
